Getting headshots with the bow isn't too difficult, but is helpful if you use Dead Eye. Always indicate to Charles that you will take the lead, as if he kills any of them, you will fail. The ones outside the Fort do not count. The bit you have to be quick with is 11:33 where there are two guys together. You must fire one arrow, then reactive Dead Eye and get the second quickly, otherwise if Charles strikes first it's game over. The accuracy target isn't that difficult, so you can use the middle section when this if over to recharge your Dead Eye. By my count on the canoe section you must kill every badguy, i.e. there are only 15 and you need them all.
