Otherwise you won't be able to loot the ones in the baggage car, and at the time of recording, it wasn't possible to discard them (unlike other inventory items). Killing the guards before Sean fires a shot nicely overlaps with the get 10 kills in Dead Eye target, use dead eye here to take care of them quickly and get 4 kills. Take one at a time, and only activate Dead Eye briefly to tag their heads, then fire, this will conserve your bar. If you do this you should find it easy to get the remaining dead eye kills. For escaping the law I favour riding down the train tracks to the west, but you might need to improvise depending on where lawmen blips show up.
