You'll want to use Dead Eye to shoot through the ropes in one go, then as much as possible. Activate as soon as you get the prompt to kill the hangman, but get the ropes as well as a headshot on him. Your chief enemy then is the time limit, so it pays to be gung-ho and stay in the open to draw your opponents out - you must kill all the guards who rush back to finish. If you do this on a main play through, you have a brief free roam section where you can provoke a fight with the army, which gives you an opportunity to look them for items such as tonics which will help substantially as you can re-fill your Dead Eye, which is great for getting quick headshots.
