This one is all about skill - accuracy, headshots, and doing it quickly at the end. So you'll find it much easier to do this on your main play through than on a replay as you can stock up on dead eye tonics. Note you can even take a miracle tonic directly before you start the mission to help you out. Without having unlocked the ability to manually paint targets, aim above the head before activating deadeye, then draw the cross-hair down to tag the head. If you tag the wrong body part, deactivate deadeye and re-activate to avoid wasting headshots.
