Be aware that if another random event has spawned recently (such as an ATM robbery), it may be a while before any other will appear again. If this is the case, return to Franklin's safe house (just round the corner) and sleep, or save and reload your game (although not to close to this location, loading right next to the event will block it from spawning). If this is not the case and it still isn't appearing, try driving three blocks away and back. Normally however, it should appear without a problem. Wait for McReary and his accomplice to enter your car, then lose the cops (I drive into the LS river) and drive them to their destination. Contributes to 100% as one of 14 required random events.
