Kill the mugger (red blip on the radar) and collect the wallet he drops. You can then either keep it or return it to the owner (blue blip). Note this random event will continually respawn at various cash machines no matter how many times you do it. Once you have done it once you can just ignore it in future Contributes to 100% as 1 of any 14 from 60 random events.
