The best way to do this is before approaching the bail jumper (who is at the bottom of the quarry), find a vantage point and snipe the tyres on his car. That way he will not be able to drive away and have to flee on foot which makes it much easier to chase him down. Shoot him once in the leg and he will stop fleeing, and return with you to the vehicle. Not required for 100%. Unlocks Social Club thumbnail icon. Returning the target alive unlocks the "Alive or Alive" Achievement/Trophy/Accomplishment.
