Timing is variable but if you are following the guide and switch to Michael at this point it shouldn’t be long before she calls. Follow Tracy’s Directions after you pick her up and when you find the stalker damage his car until he gets out and flees. You can either kill him or let him go and it makes no difference other than the dialogue. Then drive Tracy home to complete the mission. Not required for 100%.
