It also unlocks the ability to collect the Nuclear Waste, and a new Strangers and Freaks side quest, "Death at Sea" for Michael. For this to appear, you will need to move away from the docks for some distance until the marker spawns on the map. It is important you purchase docks before completing the mission "Caida Libre" or it is possible "Death at Sea" may bug out and never appear. In the patch notes, it claims this had been fixed, but on the PC as of August 2021 I can say this is not the case and the bug is still present.
