You must accept in order to play the mission otherwise you will miss it. This however does not count towards 100%, any trophies or social club unlocks, it is just extra content to experience. This may occur for you later than it does in my guide as when you get the call cannot be exactly controlled. Get in the police car and lose the cops, then drive her home to complete the mission. Not required for 100%.
