Why does bargaining fail? To resolve a civil war, one side must lay down its arms and reintegrate with civil society. But once that side has surrendered, it becomes completely defenseless, allowing the winning side to exploit the losers. Anticipating this, the losing side continues to fight in hopes of turning things around. The result is continued war until one side has finally been defeated.
