If nuclear weapons provide states with additional security, why might a state choose not to proliferate? This lecture gives three reasons: (1) the threat of preventive war, (2) the cost of nuclear weapons, and (3) incentives to bargain. This framework will give us a baseline to explain Iranian nuclear intransigence, which we will discuss in the next lecture.
