2026 INS Lecture Series: Lecture 1: Taiwan Digital Blockade: Securing Communications and Energy During Conflict
Dr. Nina Kollars and Professor Jay Vogt are researchers at the U.S. Naval War College's Cyber and Innovation Policy Institute where they have been studying ways to bolster Taiwan's resilience during conflict. In 2024-2025, they ran a series of unclassified critical infrastructure wargames in both the U.S. and Taiwan that brought together nearly 200 participants from the government, military and private sector to explore ways in which Taiwan could improve the defense of its communications and power infrastructure. This lecture will provide audiences with an overview of the game design and lessons learned from this research effort.
