Earthwork measurement always require some deductions.
if stacked and measured, the volume depends on the level of compaction.
for no compaction, 20% volume deduction is done.
for light compaction, 10% volume deduction is done
for heavy compaction,5% deduction is done and for compaction at omc, no deduction is done.
for rock stack, due to large voids, 50% deduction is done.
without knowing this, participating in tenders can be problematic
