The general tone of your voice will become lower the higher notes you reach notes legitimately. BUT Being able to sing lower does not necessarily grant you higher notes! Singing higher is a combination of relaxation, combined with muscle innervation/activation, whilst singing lower is broadly speaking just about relaxation. Therefore the higher tones stretch the muscles of your voice and work them out, while the lower notes basically just relax them. And that's why higher notes grant you a lower voice, but lower notes do not necessarily grant you a higher voice.
