This lecture explains how counterterrorism can form a collective action problem. Offensive operations have positive externalities: they destroy terrorist groups and prevent them from attacking any country at all. Defensive strategies have negative externalities: they make attacking other countries look relatively more attractive. Collective action problem theory therefore predicts that offensive operations will be underprovided while defensive strategies will be overprovided.
