When a declining state cannot observe whether a rising state is proliferating, leveraging the threat of preventive war becomes difficult. The strategies states must pursue take the form of a guessing game. This lecture introduces the notion of a guessing game by discussing soccer penalty kicks. We will draw the connection back to proliferation and preventive war in the next lecture.
