Apparently almost five years ago to test if a claim in the comments was true or not. To do this, a series-parallel circuit is created where the flasher is the component that everything flows through, and the split to parallel puts a bulb on one branch and a 3 ohm resistor on the other. The bulb is connected first to show a baseline flashing rate, then the parallel 3Ω resistor gets added so the speed change can be seen.
