It's easy to clean up dead and dry plants after determining your spring garden cleanup priorities. It's usually best to cut perennial plants down to the ground and you can pull out annuals. Consider the roots when making that determination; if you don't want to damage or pull out the roots, cut the dead stems. "Chopping and dropping" the plants you clean up allows you to return pieces of the dried stems and leaves back to the soil surface as a mulch.
